The Bill (Reg. No.4781) restricts the period of a power of attorney and a contract of guarantee that refer to the committal of legal acts regarding an agricultural land plot in the ownership of one or several individuals.
The Committee members believe that the amendments duplicate the regulations of the Civil and the Land Codes, narrowing the content and the scope of human rights and liberties, which violates Clause 22 of the Constitution of Ukraine. The Bill also requires further juridical and technical elaboration.
The Committee members also alluded to the conclusion of Central Scientific Experts Office of The Verkhovna Rada of Ukraine Secretariate that recommends forwarding the Bill for further drafting.
